SPF Justice Has Implemented an Integrated Electronic Document Archiving Solution

           The Belgian Ministry of Justice (SPF Justice) has implemented an integrated document management solution combined with a digitization system for its judicial files. After a public call, I.R.I.S. was retained to develop the “JUSTSCAN” project.

           The purpose of the project was to provide an environment which will make digitized information available.
           The major challenge for I.R.I.S. was to offer the SPF Justice a global solution that provided the following contemporary document management functions: acquisition or decentralized digitization of documents; generation, capture, search and/or publication of the content of these documents; storage solutions suited to a complex, decentralized environment; and so forth, explained Etienne Van de Kerckhove, CEO of I.R.I.S. This set of functionalities was constructed taking account of users’ expertise, enabling gradual appropriation of the tool. And the feedback from those involved has been extremely positive at the sites already installed.
           Jean-Marc Herr, General Manager, DCPM, said: “Our global solution is made up of two main processes: acquisition of documents on the one hand and archiving, access, visualization, printing and publication of files on the other. I.R.I.S. offered the SPF Justice an architecture based on solutions developed by I.R.I.S. for digitization, enhancement of scanned images and quality control; IRISPdf Server recognizes content and produces files that contain documents’ images and text. Archiving of the application’s parameters and files’ metadata and indexation in full text mode takes place on Oracle RDBMS 10g and Oracle Text. Lastly, I.R.I.S. DocCenter is our distributed full document management solution for classification, search, printing and publication of files. Besides the technical approach, I.R.I.S. also has a human and organizational approach that takes account of change management, integration and continuity of the project.”
            Dirk Minnaert, IT Manager, SPF Justice, commented: “The solution proposed by I.R.I.S. is a modular solution that can on its own absorb the considerable growth in volumes and user numbers. It is also an open solution that meets market standards and provides our users with a multilingual web interface.”
